The Nigel Quests are very random.. to start the quest you may get a pop-up just by walking around towns in Temuair. You must be within the Insight Requirement to get the pop-up. You also get a much greater chance of getting the pop-up if you walk around in Nigel's House in Tagor. You may only do these quests once.
