Throttler is a dwarf in the Western Woodlands 14th area that is a bit akward. He is in love with a Fae Priestess of Mileth and needs your help. There are three different quests you can do with him depending on your insight.
The first part - Find me a Wife! can only be done from insight 1-65.
The second part - Hunt me Wolf Skins to make a manly house! is a sequel that takes place at least two days after you find him a wife.
The final part - Kill me a Wolf in these woods! will give you the legend mark and starts at insight 66.
